PART A. Executive Summary

With this project, the Department of Computer Science and Engineering at Seoul National University aims to propel our department into a leading department in computer science and engineering in the world. We plan to strengthen our research excellence with a particular focus on artificial intelligence (AI) and computer systems. We first analyze the strengths, weaknesses, opportunities, and threats of our department as follows.  Strengths: As the most prestigious university in Korea, our department attracts the most competitive students and industry collaboration with world-renowned companies such as Samsung, SK Hynix, Hyundai, LG, and so on.  Weaknesses: Compared with top universities in the world, the teaching and administrative load of our faculty members is relatively high. We also feel that publicity of our department is severely undervalued by the international community.  Opportunities: The rise of AI and machine learning lead to a strong recognition of the importance of CSE education and research by the university and the government of Korea. We expect strong support from the government and the industry, including opportunities for large research grants.  Threats: Important resources such as space and faculty members required for educating the rapidly growing body of students could fall short of our needs and expectations.

In order to eliminate our weaknesses and overcome potential threats, we strive to improve the research environment drastically and strengthen the competency of human resources. By reinforcing our strengths and taking advantage of opportunities, the following five action plans are proposed:  (P1) Improve the research environment and visibility of our department through a teaching load reduction equal to that of top institutions support for international activities of our faculty.  (P2) Foster industry collaboration by establishing a center for industry collaboration.  (P3) Organize an AI Summer Camp to promote exchange of recent advances in AI research and foster networking and personal interaction.  (P4) Recruit outstanding new faculty members and postdocs by actively approaching potential candidates and inviting them to a rising star workshop.  (P5) Attract high quality graduate students from Asian countries and other regions through active promotion and advertisements of our department.

The expected impact of the proposed action plans is threefold: (1) an improved environment for world-class research, (2) a higher international recognition, and (3) the appointment of outstanding faculty members and hiring of excellent researchers and students.

The effectiveness of our project will be assessed by substantiating a management framework that evaluates our academic excellence compared to the top ten research universities in computer science and engineering. As to the quantification of academic excellence, we consider the metrics like citations, H-index, and Field-Weighted Citation Impact (FWCI).
